The city of Atascadero was founded in 1913 by E.G. Lewis as a planned, utopian colony. The name loosely translated from Spanish as “bog” with the meaning of to become stuck or hindered. Lewis dreamed that his city would grow to a population of 30,000. Over 100 years later, in 2016, the population was finally estimated to have surpassed that number in an area of about 26 square miles.

The city still contains many historic buildings that are in use. The downtown area has a variety of art galleries, restaurants, micro-breweries and a movie theater. The history of Atascadero is celebrated annually with a Colony Days Parade and Celebration where many participants dress in costumes characteristic of the days the city was founded.

On October 6, 2017 Governor Brown signed Senate Bill (SB) 252 which became effective on January 1, 2018. Subject to certain exceptions, (SB) 252 requires that the County request from every applicant for a permit for a new water well located within a “critically overdrafted basin” certain information about the proposed well such as location, depth, and pumping capacity.  The County must also make this information easily accessible and available to both the public and groundwater sustainability agencies. – from SLO County website
