The city of Atascadero was founded in 1913 by E.G. Lewis as a planned, utopian colony. The name loosely translated from Spanish as “bog” with the meaning of to become stuck or hindered. Lewis dreamed that his city would grow to a population of 30,000. Over 100 years later, in 2016, the population was finally estimated to have surpassed that number in an area of about 26 square miles.
The city still contains many historic buildings that are in use. The downtown area has a variety of art galleries, restaurants, micro-breweries and a movie theater. On October 6, 2017 Governor Brown signed Senate Bill (SB) 252 which became effective on January 1, 2018. Subject to certain exceptions, (SB) 252 requires that the County request from every applicant for a permit for a new water well located within a “critically overdrafted basin” certain information about the proposed well such as location, depth, and pumping capacity.
